XRP Ledger's Permission Delegation Upgrade: What Activates on 5 October, Why It Matters for RLUSD and Institutions, and XRP at $1.51
The XRP Ledger's PermissionDelegationV1_1 amendment reached its two-week activation window after 29 validators approved it, with the earliest activation at 11:18 AM UTC on 5 October. It lets accounts delegate specific permissions to other accounts without giving up control, a feature built for institutions issuing regulated assets such as RLUSD. What it does, what could delay it and where XRP stands.

Monday 5 October is a date XRP holders have had circled for two weeks. It is the earliest moment the XRP Ledger's Permission Delegation amendment can activate, after a first attempt earlier in the year fell short. The feature sounds technical, and it is, but it is aimed squarely at the institutions Ripple wants on its network.
What Permission Delegation does
On the XRP Ledger, an account's owner controls everything that account can do. Permission Delegation lets an account grant specific, limited powers to another account without handing over the keys to sensitive functions. A company issuing a token could let one account handle compliance actions, another move assets, and a third manage settings, each with only the permissions it needs.
That separation of duties is standard in traditional finance and a requirement for regulated issuers. Ripple's own dollar stablecoin, RLUSD, is the obvious beneficiary, and the amendment has been described as unlocking capabilities for institutions issuing regulated assets on the ledger.
How XRPL amendments activate
Changes to the XRP Ledger's rules go through a validator vote. An amendment needs more than 80 percent of validators to support it, and that support must hold continuously for two weeks. If support drops below the threshold at any point, the countdown resets. PermissionDelegationV1_1 crossed the line with 29 validator votes and entered its window on 21 September, giving an earliest activation of 11:18 AM UTC on 5 October. The V1_1 in the name reflects a revised version after the first attempt did not activate.
What could still delay it
A handful of validators withdrawing support in the final hours would push the date back. That has happened to other amendments. Treat 5 October as projected, not certain, and check an XRPL explorer for the live amendment status.
XRP's price and flows
XRP traded around $1.51 on 5 October, up about 1.4 percent on the day. The bigger picture is cooler: inflows into US spot XRP ETFs fell by more than 94 percent last week, part of a broad pullback from altcoin funds. Separately, the SEC's Nasdaq Texas order this week treated XRP as a digital commodity in its worked example, which the market read as supportive; our explainer covers what that does and does not mean.
A note on Jay Clayton
The former SEC chair who sued Ripple in 2020 was named this weekend to lead a White House AI body. It has no bearing on XRP, but the coincidence has kept his name in XRP forums.
